At the Watson DeepQA project, I had the pleasure of working together with Dr. Erik T. Mueller, the creator of ThoughtTreasure, a Common Sense/NLP system based on frames. He has since then graciously open-source ThoughtTreasure under the GPLv2 license.
It seems to me the knowledge contained in ThoughtTreasure can be of direct use to train a '' user simulator´, for example using frameworks such as TC-Bot. User simulators are great to train deep learning dialogue systems.
